CCU-680 is now available from CAT telecom.
Installation of this card is provided through a flash drive within the card itself, this flash drive will appear as a new disk drive on your dekstop or computer once you insert the card, it has all the documentation and drivers stored there.
I have tested a similar card from the same provider of card Cmotech/Franklin wireless.

Upload speed is an important aspect in more than just uploading files to a server, the fast upload of CCU-680 and revision A of the CDMA2000-EVDO technology will make your entire experience better.
In many cases a slow upload speed is a bootleneck when you transfer many small files by downloading, or if you load a webpage with alot of content.
This because the upload is actually used in communicating with the server you are downloading from, it is used to tell the server which parts of the file you have already received, and which parts of the file needs to be sent again in case there was an error, or some data was lost or corrupted somewhere along the way.
So as long as CAT telecom buys enough international bandwidth for the IP range used in the EVDO service, and upgrades their infrastructure we should all experience greatly improved service through the CCU-680.
